Overview of Russian OTTC certification

  The full name of Russian vehicle type certification is Одобрениетипатранспортногосредства, referred to as OTTC or OTTS, which is a Russian compulsory certification certificate for motor vehicles and a customs market access certificate. OTTC translated into Chinese is the vehicle type approval certificate, a standard of the Russian Federation for the safety, quality, and environmental protection of the engine and other auxiliary parts of vehicles. For Chinese vehicles, Russia only issues a 1-year OTTC certificate, not a 3-year certificate.
  
OTTC certification
  Compulsory vehicle certification has been implemented in Russia since 1992, and it has been included in the Russian national standards. Since 1998, a certification system for machinery vehicles and trailers has been implemented in Russia. According to the test results, the vehicle and its components can obtain a type confirmation certificate. All vehicles manufactured in Russia or imported into Russia for more than 6 months must undergo compulsory certification, compulsory certification of their components and spare parts, or some compulsory compliance declarations.
  The vehicle type approval certificate belongs to the certificate category of Russia's compulsory certification, and it is a kind of Russian Gost-R certificate. Russia has stricter import certification requirements for automobiles produced in China, and it takes a long time, mainly because Russia is a participant of the Geneva Agreement in 1958. Russia began to implement a motor vehicle certification system in 1992, and its basis is still the 1958 "Geneva Agreement". The principles, rules and procedures stipulated in the Geneva Agreement; China has not yet joined the Geneva Agreement, so the Russian certification agency does not recognize the relevant certification issued by the certification agency in China, and requires China to issue a prototype car in the local laboratory in Russia in accordance with Russian standards conduct experiment. According to Russia's "Traffic Safety Law" and the regulations of the Russian Federation, mandatory certification is required for vehicles and related objects used for transportation.
  Obtaining the Russian vehicle approval certificate OTTC that proves that the vehicle meets the Russian safety standards is a necessary condition for any vehicle to enter Russia and run on Russian roads. The Government of the Russian Federation established the resolution in the form of legislation on September 10, 2009.
  The resolution pointed out that the Russian vehicle approval certificate OTTC can determine the type of vehicle and prove that the vehicle complies with all Russian safety standards, the United Nations Economic Commission for Europe specifications and all the GOST standards stipulated in the Technical Specification No. 720 "On Wheeled Vehicle Safety".
